Download"The COA & 'Time'" By Michael Casey
Michael Casey is the younger brother of DPC Managing Principal, Thomas Casey. A US citizen, Michael is concerned that the central legislative government of the United States may not be in a position now to compete well economically with an autocratic power who has defined a milestone for overtaking US global leadership. He offers “The COA and “Time”” for discussion purposes. A PMP since 2003, Michael has described a “COA Comparison Matrix” and a selection process in detail in order to leverage this white paper for “Giving Back” credits for his PMP recertification. He primarily focuses on variations on “Time,” one of the triple constraints involved in Project Management. The context is a fictionalized account of a DOD military branch applying the matrix to decide among infrastructure deployment options. Michael has expanded upon this COA selection process with references to western cultural figures to implore US citizens to seize opportunities to address issues with its federal government in order to resolve internal conflicts and compete better internationally. Michael greatly appreciates the opportunity DPC has presented him with publication of this white paper. He hopes that it may stimulate discussion and recommendations for possible follow up research and action that he would gladly participate in.
Michael has enjoyed a successful career in Operations Management and IT Project Management with leaders in various government and private industry fields, most notably financial services. He was the first Columbia University student to receive both his BA and MPA in five years. He was the valedictorian of the US bicentennial class at Lowell (MA) High School, one of the largest public high schools in that Commonwealth where he received scholastic awards in US History and Economics. He will be 63 years old in August of 2021.
